The residents of the city are the source of its creative talent; they are also the people who should benefit from it the most. Manchester's cultural framework can be used to help residents acquire new skills, and open up opportunities. In particular, cultural activity can encourage attendance, attainment and aspiration during early years and secondary education and help to nurture the “soft” skills that are essential to the future knowledge economy.
